On this page
Rankings on this site change because providers change: prices move, plans are added or withdrawn, reputation shifts, and incidents are handled well or badly. This page explains how the order is produced so you can judge it, and records each change with its date and reason.
What the rankings are based on
We rank on public information: each provider's published pricing, its data center locations and its features. We cross-reference that with reputation signals from Trustpilot, G2 and community feedback (Reddit, LowEndTalk, WebHostingTalk). Rankings are objective in intent and not driven by commission: affiliate payouts are not an input to any score.
Two criteria matter more than a headline price. The first is fixed pricing: a plan whose price does not jump after an introductory period is easier to budget than one that does. The second is transparent renewals: whether the renewal price is published next to the sign-up price, and whether billing terms are clear. Providers that make both easy to see score higher on these points.
How we test (and what we do not test)
Most of what you read here is checked against public sources rather than measured on servers we rent. That is a deliberate limit, and we state it plainly:
- Prices, specifications and locations come from the provider's own plan page or public API (for example Hetzner's price API, the Vultr and Linode plan endpoints, OVHcloud's catalog) and are read again on the day a page is updated. Each revised page lists its sources and date.
- Rules before data. Each comparison page states its ranking rule (cheapest at 2 GB in a US data center, transfer per dollar, Windows with the licence included) before prices are collected. A provider is first only on pages whose rule it wins.
- Terms in the provider's words. Refund rules, support scope, port and traffic statements are quoted from the provider's FAQ or terms rather than paraphrased, so you can read what you are agreeing to.
- Reputation is cross-referenced, not assumed. Trustpilot and G2 figures and community threads are used as signals, and we note the date and review count where we quote one. See Data sources below for how and when they were collected, including which figures still await verification.
- Rankings use no benchmark data of our own. Some pages keep a first-person "How I Tested" account from the author (for example 7 days / 20 bots, or 1 million URLs over 72 hours); those are narrative context and are not inputs to any score or rank. Where performance matters, pages point to provider speed-test files and to fio and iperf3 commands you can run on an hourly server, because a number measured on your plan today is worth more than one we could publish. When we buy and run servers ourselves, we will publish dated results, add a test component to this method and record the change below.
Some older articles on the site (for example hands-on accounts on use-case pages) are written in the first person. They are the author's narrative, not part of the ranking method: they do not feed any score here, and the rankings do not rely on them.
Ranking criteria and weights
Every score is the sum of two parts.
75% objective score: price, locations, features
- Price at the plan size that matters for the use case (2 GB, 4 GB, 8 GB, or a Windows plan with its licence), using each provider's public price list. Intro prices are treated as such; fixed pricing and transparent renewal terms score higher.
- US locations: how many US cities the provider sells VPS in, and for the forex page, how close they are to the New York / New Jersey corridor.
- Ease of setup and included tooling: how quickly a non-specialist can get a working site on the server: control-panel options offered at checkout (cPanel/WHM, DirectAdmin), one-click apps, human OS-level support. This is a judgement from published plan pages; it is why a plain $3 slice with a panel option and hands-on support can score above a pricier platform for a site owner.
- Features: API, managed Kubernetes, one-click apps, snapshots and backups, dedicated CPU on the scored plan, DDoS protection, included traffic, billing flexibility.
Prices, traffic allowances and location counts are calculated from published figures. Feature scores (for example how complete a provider's API and Kubernetes tooling is) are our judgement from published documentation, not measurements; where we found no evidence we score a neutral 5 out of 10 rather than reward or punish a provider.
25% reputation score
- Ratings platforms (Trustpilot, G2): 25% of the reputation score
- Support quality: 25%
- Account-risk reports (sudden suspensions, sign-up rejections, refunds on closed accounts): 20%
- Billing and renewal complaints: 15%
- Reliability incidents (status pages and user reports): 15%
Trustpilot over-represents unhappy customers and some pages invite reviews, and several providers' Trustpilot scores cover the whole company rather than VPS only (Hostinger, Hetzner, OVHcloud). We treat these as signals, label the figure, date and count where we quote them, and never turn them into our own star rating.
Homepage category picks
The homepage has no overall ranking. It shows one winner per buying question, computed by awards.py from the same inputs file as every ranking. Each rule below is applied to all ten providers we score; ties are broken by Reputation′. The “BestUSAVPS decision score” is ours, on a 0–10 scale; third-party ratings (Trustpilot, G2) are reported separately with their review count and date and are never converted into stars.
One award per provider
Each provider wins at most one award. Awards are resolved by highest winning score first: among all awards not yet resolved, take the award whose best still-available provider has the highest award score (ties: higher Reputation', then the order awards are listed); that provider wins it and becomes unavailable; repeat until every award has a winner. A provider that tops an award it cannot take (because it already won a higher-scoring one) is shown as skipped. We chose this order over a fixed listed order because it does not depend on how we happen to list the categories: the strongest single result is always kept. Resolution order this run: 1. Best developer cloud → DigitalOcean (9.16), 2. Best cloud ecosystem → Linode (Akamai) (8.91), 3. Best value → InterServer (8.91), 4. Best flexible configuration → Kamatera (8.84), 5. Best alternative hourly cloud → Vultr (7.42).

Eligibility gates and plan-level scoring
Gates come first. A hard requirement cannot be made up by strengths elsewhere, so each page first removes plans that fail its requirement; only the remaining plans are scored and ranked, and price scores are relative to the cheapest eligible plan. Removed providers are listed on the page under “Other options (not eligible for this list)” with the reason. Rule on every page: The scored plan must be orderable in a US location.
One plan per entry. Every ranked entry is one specific plan: provider, plan name, US region, billing cycle and required add-ons (for Windows, the licence). Price, CPU type, billing term and licence are taken from that plan only. A provider does not get credit for a dedicated-CPU or premium-storage line that is sold separately at a different price from the plan whose price is scored. Network-wide features (DDoS filtering, API, snapshots) count where they apply to the scored plan. Each page shows the scored plan, its monthly or monthly-equivalent price and, for annual or multi-month terms, the amount paid upfront.
| Page | Scored plan | Gate | Not eligible as of 2026-10-20 |
|---|---|---|---|
| Cheap VPS under $5 | the 2 GB plan | The scored 2 GB plan must cost <= $5.00 per month (monthly price, or annual/term price divided by months; the upfront total is shown). | DigitalOcean (its 2 GB plan costs $12/mo, over the $5 limit); Kamatera (its 2 GB plan costs $6/mo, over the $5 limit); Vultr (its 2 GB plan costs $10/mo, over the $5 limit); UpCloud (its 2 GB plan costs $7/mo, over the $5 limit); OVHcloud (its 2 GB plan costs $5.85/mo, over the $5 limit); Linode (Akamai) (its 2 GB plan costs $12/mo, over the $5 limit); Hetzner (its 2 GB plan costs $20.49/mo, over the $5 limit); Hostinger VPS (its 2 GB plan costs $6.49/mo, over the $5 limit) |
| WordPress | the 4 GB plan | US location only | none |
| Docker | the 4 GB plan | US location only | none |
| Game servers | the 8 GB plan | US location only | none |
| Development | the 4 GB plan | US location only | none |
| SEO tools | the 4 GB plan | US location only | none |
| Minecraft | the 4 GB plan | US location only | none |
| Forex trading | the Windows plan with licence | Must run the Windows trading terminal (licensed Windows plan), and offer a US location in the New York / New Jersey area (metro or near). | DigitalOcean (no purchasable plan with a licensed Windows Server in our data); OVHcloud (no US location in the New York / New Jersey area); Linode (Akamai) (no purchasable plan with a licensed Windows Server in our data); Hetzner (no purchasable plan with a licensed Windows Server in our data); Hostinger VPS (no purchasable plan with a licensed Windows Server in our data) |
| Windows VPS | the Windows plan with licence | A purchasable plan that includes a licensed Windows Server must exist (price includes licence). | DigitalOcean (no purchasable plan with a licensed Windows Server in our data); Linode (Akamai) (no purchasable plan with a licensed Windows Server in our data); Hetzner (no purchasable plan with a licensed Windows Server in our data); Hostinger VPS (no purchasable plan with a licensed Windows Server in our data) |
| VPN | the 2 GB plan | US location only | none |
Known data limits: included traffic is recorded for the 2 GB plan and used as a lower bound for larger plans; Kamatera prices are read from its pricing calculator (monthly; hourly is the calculator’s monthly ÷ 730); OVHcloud’s required backup add-on is included in its price, checkout not tested.
The formula
Every ranking on this site (the homepage category picks, the decision scores and the ten use-case pages) is produced by published scripts from one inputs file: score.py, awards.py (homepage category rules) and inputs.json (also as CSV; output: results.json), with every input, its source URL and the date checked. No provider receives an individual adjustment.
Score = 0.75 × Objective + 0.25 × Reputation′, each on a 0–10 scale.
Objective inputs and how each is scored
- Price at a plan size (2 GB, 4 GB, 8 GB, or Windows with licence): cheapest US plan of that class with at least that memory, licence included for Windows; annual-only plans divided by 12. Score = 10 × √(lowest price among the providers compared ÷ this price). Not sold = 0; price not published = 5.
- Prepay-only pricing: if a provider’s cheapest listed plan can only be bought by paying more than one month upfront (an annual or multi-month term), its price is scored at the real monthly equivalent (total price ÷ months). It currently applies to RackNerd (annual billing only, renews at the same price) and Hostinger (24-month term). The listed price and the billing term are both in the inputs file.
- Billing flexibility: the drawback of having to prepay is scored in one place only, billing flexibility (hourly 10, monthly 7, annual or multi-month term only 4), averaged with renewal transparency. This combined input is used on every page, the homepage and all ten use-case pages, so the same provider is treated the same way everywhere. On the Windows and Forex pages the billing term of the provider’s Windows product is used when it differs from its Linux VPS: RackNerd’s Windows VPS is sold month-to-month, so it scores as monthly there, while its Linux plans score as annual-only.
- US locations: 10 × min(US cities, 9) ÷ 9. Forex page: New York / New Jersey metro = 10, within about 400 km = 5, otherwise 0.
- Included traffic on the 2 GB-class plan: 10 × min(TB, 5) ÷ 5; unmetered (fair use) = 10.
- Renewal transparency: no introductory price = 10; promotional price renewing at the same price = 8; introductory price with renewal published = 5; renewal not published = 2. Billing flexibility: hourly = 10, monthly = 7, annual or multi-year only = 4. Where a page weights both together, they are averaged.
- Features: one point each for API, snapshots, backups, block storage, load balancer, firewall, monitoring, custom ISO, managed Kubernetes and one-click apps; not confirmed on an official page = half a point.
- Ease of setup: control panel offered at checkout 4, human OS-level support included 4, one-click apps 2.
- DDoS protection included in the price (a paid add-on counts as no), dedicated CPU on the scored plan (only when that plan itself is sold with dedicated CPU; a separate dedicated line at another price earns nothing), public test endpoint: yes = 10, no = 0, no evidence = 5.
Homepage objective weights: price of 2 GB 30%, US locations 20%, renewal and billing 15%, features 15%, ease of setup 15%, DDoS 5%. Use-case pages use the weights in the table below. “Public speed-test endpoint” means the provider publishes a test IP or file for each location; it is not public speed-test endpoint.
Reputation
Reputation = 25% ratings platforms (Trustpilot and G2, each mapped as (rating − 1) ÷ 4 × 10 and averaged) + 25% support + 20% account risk + 15% billing and renewal complaints + 15% reliability incidents. The four non-platform parts are scored 0–10 against a published rubric (anchor descriptions for 9, 7, 5, 3 and 1, covering the last 12 months), stored in the inputs file. Each sub-score cites at least two sources (review platforms, Reddit or LowEndTalk threads, the provider’s status-page incident history, its own policy pages) and a one-line rationale. A provider without a machine-readable public status history scores 5 on incidents.
Evidence-confidence rule (replaces the former one-off adjustment): Reputation′ = (n × Reputation + 200 × 5) ÷ (n + 200), where n is the number of platform reviews behind the rating. Small samples are pulled toward the neutral 5. Where the review count is not recorded, no adjustment is applied and the inputs file says so.
Order
Providers are ranked strictly by total score: 1, 2, 3, 4, 5, with no shared ranks.
Close scores
Ranks follow the unrounded total score. When two totals look equal at two decimals, the extra decimals decide the order. Reputation does not reorder providers; it is already 25% of the total. The same rule applies to every provider.
What we do not do
- We do not order by commission. Six of the providers we rank (RackNerd, InterServer, Kamatera, UpCloud, DigitalOcean, Vultr) have affiliate programs and links to them are affiliate links, but commission rates are not an input to any score. OVHcloud, Linode, Hetzner and Hostinger links are plain links.
- Test write-ups are not scored. The rankings on these pages are built from public data. The author's own testing accounts remain on some pages for context; if we publish dated, repeatable measurements, we will add a test component to the method and record the change below.
- We do not call a provider unrecommended because of its reviews. Reputation is one quarter of the score and we show the numbers behind it.
- We do not present unverified figures as facts. Third-party price figures (for example OVHcloud's US prices) are labelled, and where a provider lists a price only in another currency we say so.
Change log
Each entry gives the date, what changed and why.
- 2026-10-20: developer award narrowed. Best developer cloud now scores only the provider API, hourly billing and automation (official CLI, Terraform provider that creates servers, init script or cloud-init at create), one third each; US locations and developer features were removed from that rule. Automation inputs were checked on the Terraform Registry and the providers’ GitHub on 2026-10-20; unverified items score 5.
- 2026-10-20: one award per provider. Each provider now wins at most one homepage category; awards are resolved highest winning score first and the next eligible provider takes an award whose top scorer already won (see One award per provider). The alternative-hourly rule no longer excludes the developer winner by name, since the one-award rule covers it.
- 2026-10-20: homepage category picks; star ratings removed. The homepage Top 5 is replaced by category picks computed from published rules (see Homepage category picks). Our x/5 star ratings, which were a mapping of the formula score, are removed from every page and from structured data; we show the 0–10 BestUSAVPS decision score instead, and third-party ratings separately with their source, count and date.
- 2026-10-20: Kamatera and OVHcloud prices re-verified. Kamatera’s 2 GB Type A plan is $6 a month (1 vCPU, 2 GB, 20 GB NVMe) per its pricing calculator, not the $12 we had derived from its Windows price; 4 GB is $12 and 8 GB $24 (previously unpublished in our data). OVHcloud’s US order catalog lists a daily-backup add-on as required ($0.50 a month on VPS-1, $0.60 on VPS-2; checkout not tested), so VPS-1 is scored at $5.85 and VPS-2 at $10.60; its $4.54 price is a 12-month commitment ($54.48 upfront) and is not used. Windows is not offered on VPS-1, so OVHcloud’s cheapest Windows plan is VPS-2 at $20.20 including licence and backup. Kamatera is now #1 on the homepage (7.64) ahead of InterServer (7.35); with the new homepage #1 and #5 totals (S1 = 7.64, S5 = 5.75) the star rule gives Kamatera 4.8, InterServer 4.7 and Linode 4.7.
- 2026-10-20: eligibility gates and plan-level scoring. Each use-case page now removes plans that fail a hard requirement before scoring (under $5: the 2 GB plan must cost $5 a month or less, monthly or annual-equivalent; Windows: a plan with a licensed Windows Server; Forex: licensed Windows plus a New York / New Jersey area location; all pages: orderable in a US location). Each entry is now one specific plan, and the dedicated-CPU input counts only when the scored plan itself has dedicated CPU, so providers no longer get credit for a dedicated line sold at a different price. Rankings, the at-a-glance tables, structured data and homepage use-case tiles are generated from the same results file, and a pre-publish check compares them.
- 2026-10-20: formula published. All rankings and review star ratings now come from one published script and inputs file (see The formula). Rankings are ordered strictly by total score; prepay-only prices are scored at their real monthly equivalent, and the drawback of prepaying is scored through billing flexibility on every page; the UpCloud editor’s adjustment (−0.35) was replaced by a general evidence-confidence rule applied to every provider; prepay-only prices are scored at their real monthly equivalent, with the prepay drawback scored through billing flexibility on every page; review star ratings are a published linear mapping of the formula score (4.3 to 4.8 across the homepage Top 5).
- 2026-10-19: third consistency pass. Remaining Hetzner, RackNerd and Hostinger prices outside first-person accounts were updated to current list prices (Hetzner CX23 $6.49 and CX33 $9.99, EU prices; RackNerd specials from $21.99 a year for 1 GB; Hostinger KVM 1 at $6.49 a month on a 24-month term, renewing at $11.99), and totals that depended on them were recalculated. Plan names and specs were corrected where they had changed (for example Hetzner CX22 to CX23, and RackNerd’s storage described as RAID-10 SSD). Test results keep the price paid at test time and are labelled that way. More sentences damaged by the Contabo removal were restored. Review star ratings are now explained above as editor ratings, separate from the ranking formula. Pages changed in these passes show an October 2026 update date. Scores and ranking order are unchanged.
- 2026-10-19: second consistency pass. Sentences that were damaged when Contabo was removed from the rankings were restored to their original wording, with prices marked “at time of writing” where we could not re-check them; Contabo is still not ranked. Hetzner prices quoted outside first-person accounts now say they are EU prices and that US plans start at $20.49. US location counts were aligned (Kamatera 8, DigitalOcean 5, Hetzner 2, RackNerd 8 for KVM VPS). RackNerd and Hostinger prices were updated to their current specials and 24-month terms; Vultr trial credit is described as varying by promotion. Descriptions and structured data now say “compared” rather than “tested”; page titles and the author’s own testing accounts are unchanged. Older ranked pages that have not been re-scored under this method now say so in a ranking-basis box. Where a first-person account quotes a price that has since risen, a short “price has since gone up” note was added and the account itself was left as written.
- 2026-10-19: consistency pass. Vultr has nine US regions overall (Atlanta, Chicago, Dallas, Honolulu, Los Angeles, Miami, New Jersey, Seattle, Silicon Valley, from Vultr's public regions API). The homepage plan rows say “8 US regions (9 overall)”, because the Cloud Compute (vc2) plans shown there are sold in eight of the nine (corrected 2026-10-19 in a later pass; an earlier version of this entry said nine everywhere). Kamatera's free trial is described as needing a card that is not charged within the trial limits, per Kamatera's trial FAQ. The cheap-under-$5 page marks RackNerd's earlier $1.49/mo price as no longer available to new orders and shows the current specials price. Closing recommendation boxes written in the first person are kept and now point to the ranked order.
- 2026-10-19: scores shown for the homepage Top 5. Scores (8.6, 8.0, 7.5, 7.2, 7.0) now appear on the homepage and in the table above, with the objective, reputation and adjustment parts listed. Added ease of setup and included tooling to the objective criteria. Trustpilot and G2 figures, UpCloud USD prices and the InterServer, RackNerd and Kamatera facts were re-read against provider pages and search copies of review pages on 2026-10-19.
- 2026-10-18: homepage order and merged article. The homepage Top 5 is now InterServer, DigitalOcean, Kamatera, Vultr, UpCloud, with a note that rankings are updated as products, pricing and reputation change. "How We Test" and "How We Rank" were merged into this single article.
- 2026-10-16: method published. Ten use-case pages and the homepage Top 5 were re-ranked using the 75/25 method above, with 0.30-point tiers. Pages now state their ranking basis and data date.
- 2026-10-16: Vultr reputation note. Vultr was fifth of five on the homepage at the time (fourth since 2026-10-18) and is between third and seventh on the use-case pages. Its technical scores remain strong (nine US cities, API, Kubernetes, hourly billing), but its Trustpilot rating is 1.5/5 (587 reviews, October 2026, trending down since April) with complaints about suspended accounts, refunds and slow tickets, while G2 is 4.3/5. Reputation is used only inside objective tiers on the use-case pages.
- 2026-10-16: Hetzner US prices. Hetzner raised US cloud prices on 2026-06-15. The US CPX21 (3 vCPU, 4 GB, 2 TB included) is $37.49 a month, against about EUR 19.49 for 4 GB with 20 TB in Germany. Ranking and table text that cited $4 to $14 US prices was updated, and Hetzner moved out of the top five on the Docker, development and game-server pages. Where those older prices appear in the author's earlier first-person notes, the notes are kept as written and the first mention on each page is marked "(price has since gone up)" (2026-10-19).
- 2026-10-16: OVHcloud and UpCloud added to the use-case rankings. OVHcloud's US prices come from third-party price trackers and are labelled as such. UpCloud was shown in euros at the time; it now lists USD prices and the site uses them (2026-10-19).
- 2026-10-16: Kamatera clarified. Its $4 (1 GB) and $6 (2 GB) plans are the shared A-type; dedicated-thread plans start higher (2 vCPU / 2 GB is $25). The $5 page no longer uses a $24 configuration to represent it.
- 2026-10-16: test claims removed from rankings. Method sections that described our own testing were replaced with this method, because the rankings are built from public data; the author's own testing accounts were later restored as separate sections (2026-10-19). Our own star ratings were removed from the homepage Top 5 cards until they are reviewed against this method.

- Reputation: Trustpilot and G2 figures were checked on 2026-10-19 through search-engine copies of the live review pages, because Trustpilot blocks automated reads of its pages; counts and scores change daily and can differ by region. Community feedback comes from Reddit, LowEndTalk and WebHostingTalk threads.
- Independent benchmarks: VPSBenchmarks (updated 2026-09-17) for DigitalOcean, Linode and Vultr only.
- Community feedback: Reddit, LowEndTalk and WebHostingTalk threads are read for patterns (billing, account suspensions, support) and are not quoted as statistics.
- Not used: commission rates, our own earlier star ratings, and any vendor-supplied demo benchmarks.
